Building Startup Ecosystem in Tier 2 Cities

In recent years, India’s startup ecosystem has seen tremendous growth, with metropolitan hubs like Bengaluru, Mumbai, and Delhi leading the charge. However, the next phase of this entrepreneurial surge is quietly unfolding in Tier 2 cities like Ahmedabad. Known for its rich cultural heritage, industrial strength, and entrepreneurial spirit, Ahmedabad is emerging as a thriving startup hub, challenging the dominance of larger cities. But what sets Ahmedabad apart, and what lessons can other Tier 2 cities learn from its experience?
A Fertile Ground for Startups
Ahmedabad’s transformation into a startup-friendly city is rooted in its entrepreneurial DNA. The city has long been a center for commerce and industry, especially in textiles, chemicals, and pharmaceuticals. Over the past decade, these traditional industries have provided the foundation for a wave of innovation, attracting both seasoned entrepreneurs and young visionaries. The result is a diverse and growing startup ecosystem, supported by strong infrastructure, government policies, and an evolving investment landscape.
Government Support: A Catalyst for Growth
One of the primary reasons behind Ahmedabad’s rise as a startup hub is the strong support from the government. The Gujarat government’s Startup Policy launched in 2015, aims to create a robust environment for innovation and entrepreneurship. This policy offers a range of incentives, including financial assistance for startups, reduced compliance for early-stage businesses, and support for incubators.
As of 2023, Gujarat has approved 3,385 startups, and Ahmedabad accounts for a significant portion of these. In fact, Ahmedabad has become home to 25+ incubators and accelerators, including prominent ones like the iCreate (International Centre for Entrepreneurship and Technology) and Gujarat University Startup and Entrepreneurship Council (GUSEC). These institutions play a critical role in nurturing startups by providing mentorship, networking opportunities, and access to funding.
Affordable Talent and Infrastructure
One of the biggest advantages Ahmedabad offers over larger cities is its affordability. While startups in Bengaluru or Mumbai struggle with high real estate costs and employee salaries, Ahmedabad provides a much more cost-effective environment for both infrastructure and talent. Rent for office spaces in Ahmedabad can be 50% cheaper than in Bengaluru, and the cost of living is significantly lower, making it easier for startups to manage expenses, especially in the early stages.
Moreover, Ahmedabad is home to a range of prestigious educational institutions, including the Indian Institute of Management (IIM) Ahmedabad, Nirma University, and CEPT University. These institutions produce a steady stream of highly skilled professionals, many of whom are eager to join the growing startup ecosystem rather than relocating to bigger cities. This combination of lower costs and access to quality talent gives Ahmedabad-based startups a competitive edge.
The Role of Traditional Industries
Ahmedabad’s well-established industries, especially in textiles, chemicals, and manufacturing, have created a foundation for innovation. Startups in Ahmedabad are uniquely positioned to collaborate with these industries, driving technological advancements and operational efficiencies. For instance, Ather Energy, a popular electric scooter company, collaborated with local manufacturers to create parts for its vehicles, demonstrating how startups can leverage traditional industries to scale up.
Additionally, Ahmedabad has seen the rise of several tech-based startups in industries like fintech, health tech, and logistics. Infibeam, one of India’s leading e-commerce and payment platforms, started in Ahmedabad and has since expanded its operations across the country. The company’s success showcases how a robust local ecosystem can support tech-driven ventures.
Investment Ecosystem: A Growing Opportunity
While access to capital has traditionally been a challenge for startups in Tier 2 cities, Ahmedabad is quickly overcoming this hurdle. The city has seen a rise in both local and national investors willing to back innovative startups. For example, GVFL Limited, one of the oldest venture capital firms in India, is based in Ahmedabad and continues to invest in early-stage startups. Additionally, CIIE.CO, the incubator at IIM Ahmedabad, has played a crucial role in connecting startups with investors and providing seed funding.
Ahmedabad-based startups are also attracting national and international attention. In 2022, Gujarat-based startups raised over $400 million in funding, with a significant share going to Ahmedabad. This growing investment interest indicates that the city is becoming a viable destination for venture capitalists and angel investors alike.
Challenges and the Road Ahead
While Ahmedabad’s startup ecosystem is growing, it is not without its challenges. One of the key issues faced by startups in Tier 2 cities is limited access to a large consumer base compared to metropolitan areas. To address this, Ahmedabad startups must focus on expanding their digital presence and leveraging e-commerce platforms to reach customers beyond their local market.
Additionally, the mentorship network, though improving, still lags behind that of larger cities. Startups in Ahmedabad would benefit from more frequent interactions with seasoned entrepreneurs and industry experts. Establishing more formal mentorship programs and networking events can help bridge this gap and accelerate the growth of the ecosystem.
Lessons for Other Tier 2 Cities
Ahmedabad’s journey from a traditional industrial hub to a thriving startup ecosystem offers valuable lessons for other Tier 2 cities:
- Government support is crucial for creating an enabling environment for startups. Policies that offer financial assistance, incubator support, and reduced compliance can jumpstart innovation.
- Leveraging traditional industries allows startups to innovate within established sectors, creating opportunities for collaboration and growth.
- Affordable infrastructure and access to talent give Tier 2 cities an edge over more expensive metro hubs.
- Building a strong local investment network can help startups overcome the challenge of limited access to capital.
Ahmedabad’s rise as a startup hub is a testament to the potential of Tier 2 cities in India. By building on its entrepreneurial tradition, leveraging government support, and fostering collaboration between traditional industries and startups, Ahmedabad is creating a model that other Tier 2 cities can follow. With continued investment in infrastructure, talent, and mentorship, Ahmedabad’s startup ecosystem is poised for even greater growth in the years to come.
